Abstract / Summary

This 63 page report represents the findings of phases 1 & 2 of a 4 phase project commissioned by and in collaboration with Cornwall Council. The work uses a triangulation of quantitative and qualitative methods to explore user engagement with Cornwall Council's digital services within broader contexts of local council digital channel shift and will underpin the final phases of website design change underpinned by these findings.
